Quick answer: FLOOD_WAIT is a call limit and cannot be removed by buying another application use. GetTGAPI assists with obtaining or retrieving your own credentials; existing credential holders should follow the specific software error.

Similar names, different actions
FLOOD_WAIT and API_ID_PUBLISHED_FLOOD usually occur when software calls the API. They do not automatically mean a completed portal application failed.
Keep the exact error and waiting number. Do not crop away the useful part and report only ERROR. Mask credentials and user information in logs.
Honor FLOOD_WAIT seconds
Telegram documents FLOOD_WAIT_X as a wait of X seconds. A value of 120 means 120 seconds in that response; it is an example, not a fixed limit. Official errors
Pause the restricted operation across tasks. After waiting, control request frequency instead of immediately sending a large backlog.
Replacing or reapplying for credentials is not the default fix for excessive calls. Correct unbounded retry behavior in the software first.
Check the source of a published API ID
The send-code documentation associates API_ID_PUBLISHED_FLOOD with a published API ID that cannot continue to be used. Telegram also warns against using source-code sample IDs in applications distributed to users. auth.sendCode, obtaining and using an API ID
Check whether your program still uses sample values, public shared configuration or someone else's credentials. Use your own application details as required.
If these are already your own credentials, do not assume retrieving them again removes the restriction. Keep masked context and report the actual situation through Telegram's support channels.
Portal Too many tries is different
A portal message may not include a precise FLOOD_WAIT_X number. Client log waiting rules cannot establish the recovery period for every web application error.
