ERROR does not establish an account-age requirement
A new account failing does not prove new accounts cannot apply, and an old account failing does not prove a ban. Both conclusions need evidence.
The official application instructions require a valid Telegram account, but do not publish a universal age that guarantees success. Neither 7 days, 30 days nor buying Premium is a guaranteed condition.
New account receives codes but Create fails
Receiving the portal code only lets you continue verification. Check whether verification passed, the app form appeared and the failure happened after Create.
If you reached the form, check application details and the submitted outcome. Do not skip form and session checks because the account is new.
Old account applied before but now fails
First check for an existing app and retrieve its ID and Hash. Creating again is not the right starting point for recovering a lost copy.
Using API credentials in third-party software does not prove the current number created them: the software's app credentials and the account signed into it are different concepts. Trust the portal's actual details.
One account works and another does not
This establishes different outcomes, not a universal restriction on a number type or country code. Account state, existing apps, request rounds, time and inputs can differ.
Record the failing stage for that account and check normal access in the official client. Do not buy numbers in bulk or borrow verification codes to hunt for a supposedly working account.
The official client also reports a problem
Address the account issue first. Portal applications, client login and account restrictions are separate. API credentials cannot unban an account or restore restricted features.
For explicit bans, deactivation or registration failures, use Telegram support. If the only evidence is web ERROR, keep it as that rather than inventing a ban diagnosis.
