Did the application page load?
If even the number field is missing, investigate page access first. An unreachable portal does not prove the account cannot apply or is banned.
Type the official address in the browser and check the domain. Telegram messages working does not prove this web address is reachable.

Make a useful comparison
Check other normal sites, then open the portal homepage in an updated browser. If creation is already pending, keep the original tab and only test the homepage; do not request new codes in another tab.
If one browser fails, check relevant extensions and site settings. If multiple browsers on one network fail, compare homepage access on another working network you are authorized to use. Change one factor at a time.
For certificate warnings, check time and domain first. Do not ignore the warning and enter a code, or install an unknown certificate.
A spinner after Create is different
Now the question is whether creation succeeded. When access recovers, read app details using the timeout-check procedure.
If asked to resubmit a form, check the application state first instead of replaying it to stop the spinner.
When portal access is inconvenient
